The SBU again tried on the costume of Captain Obvious, saying that the management of the Russian social network Telegram is actively cooperating with Roskomnadzor and the FSB. Oleksandr Melnychenko, a representative of the Department of Counterintelligence Protection of the State’s Interests in the Field of Information Security of the Security Service of Ukraine, said that the SBU monitors where Telegram servers are located and “there is a high probability that they are located on the territory of the Russian Federation.” The second problem, according to Mr. Melnychenko, is that the owner of Telegram and its developers are citizens of the Russian Federation.

The third (problem) is that we see Telegram’s clear cooperation with Roskomnadzor and the FSB. When it is necessary for the FSB to block any channel on the territory of the Russian Federation, Telegram follows these instructions instantly.

All this – Telegram servers in Russia, cooperation with the FSB, and the citizenship of Pavel Durov and his comrades – has long been such an open secret that it is even inconvenient when representatives of the Security Service of Ukraine talk about it for a hundred thousand. They say they have an official channel on the same Telegram. Kyrylo Budanov, Head of the Defence Intelligence of Ukraine, said that Telegram is a double-edged sword, no matter what that means; And while Ukrainian cybersecurity experts, such as, for example, Konstantin Korsun, are pounding this rock, creating (so far, unfortunately, to no avail) petitions to ban the state bodies of Ukraine from using completely Russian Telegram as a means of communication between the authorities and society, State Duma deputy Metelev said that the messenger behaves “within the framework of the legislation of the Russian Federation, the Telegram administration, and Pavel Durov himself always react very quickly to events, cooperate with law enforcement agencies.” And Roskomnadzor confirmed that it does not see the need to limit the work of Telegram in Russia.
